where is cilla black surprise surprise song?

If you look in Cilla Black's chart history, you see that Anyone Who Had A Heart's two weeks in 2014 and this week are counted as a separate chart entry to its 1964 run. Why is that? They're the same song, so they should be together. I've seen the same issue with Kate Bush's Running Up That Hill aswell.

Running Up That Hill had a re-recorded vocal (not that you'd notice!) and was technically a different single.
I suspect Anyone Who Had A Heart is related to pre- and post-download catalogue numbers as recharting downloads get classed as a different entity. Same for You're My World.
