Why is Cilla Black listed as a new entry at 14, when it is a re-entry and previous chart weeks not added like other artistes?

I checked on the artist archive and this looks like the first week it has appeared on the Rhino re-issue label. Perhaps the chart compilers don't aggregate weeks when they are on different labels.
